The account of Mary Cooks for Expences incured in the support of Charles Oneil who was a pauper & who died at their House amounting to $56 was presented to the board who inspected the same and on consideration of the subject are of opinion that the sum of $30 in addition to what she has already received would be a reasonable allowance, but the board being of opinion that payment of the said account ought be directed by the overseers of the poor and not the board. Therefore resolved that it be recommended to the Overseers of the poor for this Corporation to give an order on the Chamberlain for the same
An account of John England against the Corporation amounting to £8.5.6 is allowed and it is ordered that the Chamberlain do pay the same

Thomas Legg exhibited an account with the Corporation by which it appears that the sum of £2.4.10½ is due the Corporation. It is Ordered that the Sergeant do collect and pay the same to the Chamberlain
George W B Spooner, Charles Wardell & William Pearson are appointed to settle an Account between the Corporation and Godlove Heiskill and make report to the next Council
John Taliaferro, Richard Johnston and Robert S Chew are appointed a Committee to examine the accounts of Wm Jackson Sergeant Thomas S Johnston Chamberlain and the Trustees of the Markett House and make report to the next Council
On motion made & Seconded, Ordered that Richard Johnston do wait on Anthony Buck & Thomas Legg auctioneers in this Corporation and request a statement of their Commissions on public Sales to be laid before the next Council and [if] they refuse to comply with this order the Attorney for the Corporation is directed to take such measures against them as will be necessary.

Thomas S Johnston is duly elected Chamberlain who qualified accordingly & it is ordered that he give bond & Security in the penalty of $5000 at the next Council
Robert S Chew was unanimously elected Clerk to this board the present year
Bartholomew Fuller is appointed Geographer for this Corporation for the present year
Adam Darby is appointed guager in this Corporation for the present year
Benjamin Hooten is appointed Clerk of the Markett and Manager of the Hay Scales who qualified accordingly
Thomas Taylor is appointed measurer of the coals in this Corporation for the present years who qualified accordingly
Horace Marshall, Adam Cooke & Henry White are appointed Trustees of the Market house the present year and also to rent out the County Wharf & to take care of the fire hooks ladders and Engine
David Almond Charles Jones & Joseph Walker are appointed to superintend the pumps for the present year and they are authorized to draw on the Chamberlain for what money may be necessary for that purpose
Timothy Green is reappointed Printer for the purpose of Printing the orders &c of this board for which he is to receive the sum of $20 per annum

Thomas Taylor is appointed Measurer of Salt in this Corporation for which he is to receive the sum of 25 cents for every hundred Bushels of Salt measured & It is ordered that he qualify before some magistrate of the Corporation immediately
Adam Darby is appointed Inspector of Whisky in this Corporation the present year for which he is to receive the sum of 4 cents for Barrels and 6 cents for Hhds & Tierces to be paid by the seller, and it is Ordered that he mark with Irons the 1st Quality thus O the 2nd quality thus O- and the 3rd quality thus O+ & that which is refused with the letter R. It is further ordered that if any person shall buy or sell whisky not inspected & marked shall forfeit and pay $2 each, for each and every Barrel sold or purchased by them to be recovered by warrant before a single Magistrate of the Corporation. Ordered that the Mayor do affix the assize of bread in Corporation from time to time as he shall see cause
Ordered that the superintendants of the pumps cause a well to be dugg at the Corner of Caroline and Wolf Streets upon the best terms they can, and draw upon the Chamberlain for the sum expended for the same
Thomas S Johnston gave bond and security as Chamberlain in this Corporation which is ordered to be filed
The Commissioner of the Revenue is ordered to take a list of the taxable property in this Corporation agreeable to the list taken the last year and lay the same before the next Council

It is Ordered that the Clerk of the Markett under the penalty of $1 for every offence do make it known to the Waggoners not to encamp or feed their horses on the Markett House lott & every Waggoner who shall refuse to comply with the orders of the Clerk of the Markett shall be subject to a fine of one dollar to be recovered by warrent & to be appropriated to the use of the Corporation
On motion made and Seconded. It is Ordered that the Trustees of the Market House be authorized required to procure nine fire hooks in addition to the present number with rope sufficient to work them
Zachariah Lucas having informed this board that he hath undertaken to send the Engine to Baltimore in order to be repaired without any authority for so doing from this board. On motion made and Seconded the board doth justify the said Zachariah Lucas in the exercize of the said authority that they will appropriate money for the repairs of the said Engine when the same is returned properly repaired

John Minor former attorney for the Commonwealth in this Corporation having presented to the Council an account against the Corporation on amounting to £71.10.4 which was allowed him by the Court of Hustings of Fred'g but it being the opinion of this board that the Council are not bound to pay account settled and allowed by the Court of Hustings. It is ordered that the said John Minor be notified to lay his account properly stated including a complete statement of fines received by him before the next Council and that they will then proceed to settle the same [Page 108] & pay any balance that may appear to be due him
William Jackson having represented to this board that he is sued in the district Court by Charles Yates for collecting the sum of $3.12½ the amount of tax due on certain property of the said Yates. It is the opinion of the board that the said Jackson be indemnified by the Council and that John W Green esq, be appointed to defend the said suit
It is ordered that John W Green & Thomas R Roots esqs be employed to defend a suit brought by Mary Daingerfield against William Jackson in the District Court of Hustings to recover the Court House lott & It is further ordered that Zach'y Lucas Horace Marshall & David Almond & Richard Johnston be appointed a Committee fo rthe present year to superintend all suits by or against the Corporation and they are authorized to draw upon the Chamberlain for such sums of money as may be necessary to defray all expences
Resolved that the following taxes be paid by the inhabitants fo this Corporation and others owning property within the same to wit on all improved lotts 3 pr cent on the amount of rents thereof, on all free males above the age of 16 & on all Slaves above the agre of 12 years $1 each. On all drays or Carts owned and worked within the Corporation $5, on all Waggons owned and worked within the same $8 each. On all pleasure Carriages $1 pr wheel. On all horses mares mules & Colts $1 each. On all Stud horses the price of covering a mare by the season, all persons carrying on or exercising the trade or occupation of auctioneer within the limits of this Corporation shall pay 5 pr cent to this Corporation on the amount of their Commissions on all Sales made at public auction for which purpose they shall render a statement of their Commissions to this board when thereunto required. All Exhibittors of Theatrical performances Rope dancers &c who shall or may be authorized to exhibit within this Corporation shall pay to the Chamberlain $5 for each night they exhibit to be collected & accounted for according to the ordinance of the Corporation respecting the Revenue
It is Ordered that the sum of $900 be levied on the inhabitants of this Corporation to be paid into the hands of the Chamberlain for the use of the poor Establishment, and that the same be [Page 109] subject to the orders of the Inspectors of the poor establishment and overseers of the poor from time to time to be drawn in favour of the Stewards or of poor persons
The Superintendants appointed to mend the Street between Bucks & Hieskells are directed to cover the drain along the Street with Stone the expence of which to be paid by the Corporation
On motion made and Seconded. It is Ordered that the ordinance directing Waggoners to feed in the cross Streets be repealed and they are hereby authorized to feed where they please provided they do not stop up the passage of any Street

It is ordered that the Trustees of the Markett House be appointed to superintend the Hogsheads of water and the fire hooks & that they keep them always in readiness to see that they are brought to the fire with the greatest dispatch and the superintend their management at the fire
On Motion made & Seconded. It is ordered that David Almond be appointed to provide six additional Hogsheads with funnels to be placed at the Markett Hosue with water and that the premium of $1 be given to the Drayman for each Hogshead [Page 110] of water at a fire
On Motion made & Seconded. It is ordered that a Com'r of the Town be App'd by the Mayor with general powers to enforce the bye Laws of the Corporation so far as they relate to the Streets, Ladders, and all nuisances and that he keep the footways in good repair at the expence of the proprietors of the lotts adjacent thereto, and that he casue the footways to be made 11½ feet wide instead of the former width to prosecute each person for every violation of the Laws and William Jackson is appointed Commissioner to carry this order into effect & it is Ordered that he receive the sum of $75 for his services for one year
On Motion made & Seconded. It is ordered that Commissioner of the Town be directed to remove all the Post and Racks on the Main Street at the expence of the proprietors fo the lotts adjacent thereto

George W B Spooner, Commissioner of the Revenue in this Corporation having returned his Books of Taxable property under the ordinance respecting the revenue it is ordered that the Chamberlain pay to the said Commissioner the sum of $30 for his services
On application of Peter Smock, This board doth unanimously consent to join the said Smock in a declaration for insuring the houses on the Markett House Square, Lot No 8 leased out by the said Corporation & the said Smock doth hereby agree that he will pay all costs & changes & demands of what nature soever they may be incured by the said Insurance and that in case the said House should be consumed by fire the said Smock hereby agrees to appropriate the money received from the Insurance Company towards rebuilding it a house on the said lot but in case the said Smock should not be disposed to rebuild the said house that half of the Insurance money shall be for the benefit of the Corporation
It is ord'd that Geo W B Spooner, Commissioner of the Revenue do proceed to revalue all the Houses in this Corporation
William Pearson, Adam Cooke and Henry White being summoned to attend the Council this day and not attending. It is Ord'd they be fined $5 each unless they shew cause to the Contrary at the next Council

A petition from the seafaring men of the port was presented setting forth that they had no place of landing for their ballast. Ordered that they have leave to land on the 10 feet of the Wharf at present occupied by Mr Donalson on the South side which extends 10 feet on the Street leading down from Mrs Hardias and it is also Ordered that a Wharf be constructed on the same Street as quick as possible and that Z Lucas Thomas S Johnston & Horace Marshall Gt be appointed to carry the same into execution and that they have power to advertize to be let to the lowest bidder the execution thereof
