The petition of Seth Barton for leave to permit him to dig up the Streets at such places as shall be proper for the purpose of laying down pipes to convey the water from house to house in this Corp is granted agreeable to the prayer of the petitioner

They proceeded to the choice of Recorder when Benj'n Day Esq was duly elected and qualified to the office accordingly
They then proceeded to the choice of 4 aldermen when Chas Carter, Hugh Mercer, Richard Johnson & Alex Duncan were duly elected and the remaining six to wit Wm Drummond, James Brown, James Smock, Thos Goodwin, John Lewis, Fielding Lucas are common councilmen when the said William Drummond, James Brown, James Smook, Thos Goodwin & John Lewis qualified accordingly
John Chew is reelected Clerk of this Board
William Drummond was duly elected Chamberlain for the ensuing year
Thomas Legg elected Vendue Master and ordered that he give his bond & security at the next court
Barth'o Fuller is appointed Guager & Geographer for this Corp
Barth'o Blunt is appointed Clerk of Market

It appearing to the board that Richard Johnson elected to serve as an alderman on Monday last was not a freeholder at the time he was elected in this corporation The board proceeded to elect an alderman in his room, when William Drummond was duly elected
They then proceeded to Elect a Chamberlain in the room of said Wm Drummond when William Taylor was duly elected

Upon motion made & seconded it is Ordered for reasons appearing to this board, that the ordinance respecting hogs going at large in this Corporation be suspended until the 10th day of November next, and that persons owning hogs in this corporation and now confined in penns or otherwise be directed to let them out and not suffered to keep them confined after the date period under the penalty of $5 for each hogg or pig to be recovered by the warrant before a single magistrate in the name of the Mayor for the use of the corporation and that the constable carry this order into effect
Ordered that Richard S Hackley Scd be paid the sum of $ [no value] for a bill for the use of this corporation ordered by Wm S Stone the former Mayor of this corporation and that the said Rd S Hackley be requested to send the said bill to the Mayor of this corporation by the opportunity
Ordered that the Chamberlain pay to Adam Darby $20 due to Moses Perry as Clerk of the Markett in the year 1798 as pr order of Council bearing date the 25th of June 1798
Ordered (for reasons appearing) to this board that the tax on a wagon the property of Geo Heiskell be remitted
Hugh Mercer G't having qualified as Magistrate for the County of Spotsylvania Thos Goodwin Gent who had the larger number of votes at the last election for alderman has succeeded to the office of alderman in the room of the said Hugh Mercer who qualified according to law
David Henderson is elected a common councilman in the room as Thomas Goodwin

This Board taking into consideration the present sickly season and finding that a company of comedians have come to this town for the purpose of performing in this corporation Be it ordered by the Mayor Recorder Alderman & Councilmen of the town & corporation of Fredericksburg that the said company of comedians be prohibited from Commencing any theatrical performance in this corporation until the 8th of October next under the penalty of $300 to be recovered by the action of Debt in the name of the Mayor for use of the corporation and be it ordered that provided the Mayor Recorder and Aldermen shall be of opinion that the health of the inhabitants of this corporation will not be affected by the commencement of the said theatrical performance prior to the said 8th day of October next they are hereby authorized to grant the said company liberty of performing before the said 8th October next
It is ordered that the Butchers & other persons that attend this market be prohibited from selling any meats in market on a Sunday [Page 22] between the 1st day of October and 1st day of June in each year, and any butcher or other person offending herein shall forfeit and pay to the corporation the sum of $10 for every offence to be recovered by warrant in the name of the Mayor for the use of the Corporation
Ordered that the trustees of the Market house, out of the money belonging to the said house do have the floor and yard next to the main street paved with brick and the railing repaired in such manner as they may think proper
