At a Council held at the Town Hall on Friday the 19th day of February 1802

Upon the application of Geo French and Godlove Heiskell for leave to remove the dirt from the streets in this Corporation in order to fill up their lotts, & streets from sd Heiskells to Mrs Gatewoods, subject to be overflowed by water, on consideration of this board do approve of sd application and leave is given to said French and Heiskell to remove the dirt from sd Street for that purpose under the direction of Thomas Goodwin, James Brown, & William Herndon

This board do affix this assize of Bread at 14ozs the loaf and ordered that the Clerk of the Market inform the Bakers thereof and that all bread baked for Sale after the 22nd day of this month under that weight be liable to be seized and sold for the benefit of the poor

This being the day appointed by law for the annual Election of 12 persons to serve the Corporation the present year as Mayor, Recorder, Aldermen, and Councilmen, the Free holders and Housekeepers being notified thereof met at the Town Hall and having deposited their ballots in the ballot box upon examination thereof the greatest number of votes were found in favor of the following 12 person to wit

Were duly Elected and the following to wit David C Ker, Stephen Winchester, James Brown, Wm Drummond, Field'g Lucas, Benj'n Day, Wm S Stone, Robert Lewis and Joseph Walker being present proceeded to the choice of Mayor when David C Ker was duly Elected and Qualified to that office accordingly

They then proceeded to the choice of Recorder when Wm Drummond was duly elected and qualified to that office

They then proceeded to the Choice of 4 aldermen when Stephen Winchester, Benj'n Day, George French & Hugh Mercer were duly elected & the said Winchester & Day qualified accordingly, and the remaining 6 to wit James Brown, Fielding Lucas, Wm Herndon, Wm S Stone, Joseph Walker & Robert Lewis are Common Councilmen and thereupon the said James Brown Field'g Lucas Wm S Stone Jos Walker & Robert Lewis qualified as such

John Chew is unanimously chosen clerk to this board

The board proceeded to the choice of Chamberlain for the present year when Benj'n Day was due chosen

Wm Drummond James Brown Field'g Lucas are appointed Trustees of the Market House

Geo W B Spooner is Elected Vendue Master & ordered that he enter into bond with Secy of the next Court

And then the board adg'd till 10 o'clock on Thursday next to meet at the Town Hall

Stephen Winchester, Wm Drummond & Wm Herndon G't are appointed to Settle with the Chamberlain his accounts with the Corporation for the last year also the account of the Sargeant, Overseers of the Poor and Trustees of the Market House

William Herndon is appointed to Rent out the County Wharf untill the 3rd Monday in March next

Doct George French Elected an Alderman to serve the Corporation for the present year and he refusing to undertake an execute the same, It is Ordered to be Certified to the Court of Hustings for their Order and Judgment concerning the same.

The following Gent are appointed to take the number of Free Male Tithables in this Corporation Slaves above 12 years of age Horses Mares Colts & Mules, Riding Carriages & Drays & Carts, to wit Benj'n Day and Jos Walker from the upper end of the town to Wm S Stones Store, Wm S Stone & Fielding Lucas from Crump & Baggotts to Mrs Duncans Wm Duncan, Wm Drummond & Stephen Winchester from Peter Gordons to T Greens, James Brown Drummond & Stephen Winchester from Peter Gordons to T Greens James Brown & Robert Lewis from Wm Herndons to Mrs Walkers and Hugh Mercer & Wm Herndon from Mrs Walkers to the lower end of town, and make return thereof to the Council to be holden here on the 2nd day of April next at 10 o'clock

George French Gt Being elected an alderman for the present year and he desiring to be excused from the execution of that office and to serve the Corporation as Common Councilman for reasons appearing to this board the said George French is excused from serving as an Alderman for the present year and Robert Lewis is elected an Alderman in the room of Geo French who qualified according to law

Ordered that the Taxes for the present year be as follows viz On all free male Tithables 67¢ each on all slaved above 12 years of age 67¢ on each Horse Mare Colt & Mule One dollar on each Riding Carriage Wheel one dollars each Dray & Cart $4 and on every $100 of rent agreeable to the Comm'r of the Revenue Taxes valuation $150 cents and that the Sergeant collect the said Taxes and pay them to the Chamberlain within 2 months upon this date

Benj Day, Robt Lewis, & James Brown are appointed to inquire into the expense of deepening the Public Wells and putting the same in repair and make report to the next council

Ordered that James Doggett (who hath rented the County Warf for the present year) be authorized to receive 25 cents per day from each vessel that may be at said Warf

Wm Drummond, Benj Day & Hugh Mercer Gent are appointed to revise the bylaws & ordinances of this Corporation & make report to the next council

Stephen Winchester, William S Stone, Wm Drummond & Fielding Lucas and Wm Herndon Gent are appointed a Committee to devise a more effectual mode for providing for poor in this Corporation and make report thereof to the next Council

Wm Herndon & Thos Walker are appointed to superintend the overseers of the Streets

Ordered that the Chamberlain pay to Zach'y Lucas £4.2.9 due him for repairing a well & pump in this Corporation

The Commissioners to superintend the removal of the dirt from the Streets under an order of this board of the 19th of February last on the application of Geo French & Godlove Heiskell made their report on consideration whereof for reasons appearing to this board the said order is so set aside, and it is ordered that the said French and Heiskell be not permitted to remove the dirt from the said streets

Robert Lewis Gent is added the Committee appointed at the last Council to superintend & direct the overseers of the streets

William Drummond, Stephen Winchester & Rob't Lewis Gent are appointed to examine & report their opinion upon that part of the Town called Allen Town whether the same is to be cons'd and taken a part of the Corporation of Fredericksburg and the property therein subject to the Taxes of said Corporation

The committee appointed to revise the by laws & ordinances of this Corporation made their report which is Ordered to be published and recorded

The Council are of opinion that the Bill provided by Richard S Hackley & Co for this Town is larger that was warranteed by the order for the same & do not think themselves bound to pay for it & do refuse to receive it

Ordered that the Overseers of the poor pay to Alexander Walker £3.12. agreeable to his account this day allowed

Thomas Legg is elected a Vendue Master for 1 year & or'd that he enter into bond with security at the next Court

Ordered that the Trustees of the Market House do repair the Market House as soon as they have funds in their hands

Anthony Buck is elected an auctioneer for 1 year & ord'd that he enter into bond with security
